Receiving Facilities e-Manifest Deadline Extended

The U.S. EPA launched the Hazardous Waste Electronic Manifest System (e-Manifest) on June 30, 2018. The modernization of the manifest system is intended to reduce regulatory burdens by saving time and resources, while at the same time providing improved protection of human health and the environment.

Starting on June 30, 2018, all hazardous waste manifests must be submitted via EPA’s e-Manifest system. Although the new system will ultimately reduce paper use and storage burdens, many receiving facilities are still working to update their software systems to integrate with the e-Manifest system. To support industry implementation, the EPA recently announced receiving facilities would have additional time to submit paper manifests.

Facilities that receive manifested waste between June 30, 2018, and Sept. 1, 2018, will now have until Sept. 30, 2018, to send those paper manifests to EPA. The table below lists the user fees for fiscal years 2018/2019 (June 30, 2018, through September 30, 2019) for the e-Manifest system. These user fees are set based on the processing costs for each manifest type.

To encourage the transition to a fully electronic system, the EPA has plans to further increase fees for paper manifest if electronic manifest use does not reach 75% in four years. After three years of e-manifest operations, the Agency plans a full phaseout of paper manifests.
